Consider bringing forward Bylaw No. 2279 for first, second and third readings at a future Council meeting in order to amend the zoning designation of the property located at 953 Walfred Road from RR5 (Rural Residential 5) Zone to RT3 (Residential Townhouse) Zone, and to amend the text of the RT3 Zone to allow for an apartment on the subject property, subject to the following terms and conditions: a. That the applicant registers, prior to Bylaw Adoption, a road dedication plan dedicating 5 m of land along Walfred Road, to the satisfaction of the Director of Engineering and Public Works; b. That the applicant, prior to Bylaw Adoption, registers a Section 219 covenant in priority of all other charges on title, that agrees to the following: i. That the following will be provided and implemented to Bylaw No. 1000 standards to the satisfaction of the Director of Engineering and Public Works prior to the issuance of a building permit: 1. Full frontage improvements; and 2. A storm water management plan; ii. That the following will be provided and implemented to Bylaw No. 1000 standards to the satisfaction of the Director of Engineering and Public Works prior to any land alteration: 1. A comprehensive geotechnical plan; 2. A construction parking and deliveries management plan; and 3. A mitigation plan. iii. That a separate covenant be registered prior to issuance of a building permit for the proposed development that ensures that for apartment use, residential parking is allocated to each unit as required by the zoning bylaw and is not provided in exchange for compensation separate from that of a residential unit; iv. That a separate covenant is registered, prior to issuance of a building permit, that agrees that the strata be responsible for maintaining the boulevard landscaping from the back of the sidewalk, with the exception of boulevard trees; v. That tree protection measures, including tree protection fencing, be implemented prior to the commencement of work and maintained throughout the construction period to protect the trees identified for retention in the arborist report; vi. That all concrete used on-site will utilize ready-mix concrete that meets or exceeds the weighted average Global Warming Potential targets based on Concrete BC Baseline (average) mix data, and that prior to the issuance of a Building Permit the applicant shall provide a Type III Environmental Product Declaration that is 3rd party verified specifying the total Global Warming Potential value and confirming that the proposed development meets the requirements of Low Carbon Concrete Policy POL-0167-PLAN; vii. Provide a separate covenant to the City, prior to issuance of a Building Permit, agreeing that garages within the development are to be used for parking of vehicles and not the storage of items preventing the parking of vehicles therein; viii. That revised building elevations for Block 1 be submitted, demonstrating enhanced streetscape presence for the unit facing Walfred Road, to the satisfaction of the Director of Community Planning and Development as part of the Development Permit application; ix. That prior to the issuance of a Building Permit, the owner dedicate approximately 280 m² of land containing the stream as parkland, to the satisfaction of Director of Parks, Recreation, and Facilities; x. That prior to the issuance of a Building Permit, the owner construct and secure, through a Statutory Right-of-Way in favour of the City, a 2.0 m wide public pedestrian trail through the site, to the satisfaction of the Director of Engineering and Public Works; xi. That prior to issuance of a Building Permit, the owner construct a pedestrian trail through the adjacent dedicated parkland to connect the pedestrian trail on-site with the pathway on Myles Mansel Road, and that, prior to the issuance of a Development Permit, the owner provide a cost estimate for the works, to the satisfaction of the Director of Parks, Recreation, and Facilities.",

Authorize the hiring of one additional RCMP officer at an annual cost of $225,000. b. Creation of a small business grant program in the amount of $50,000 to be administered by the West Shore Chamber of Commerce for security improvements. c. Authorize the addition of one full-time equivalent bike patrol officer. d. Authorize staff to enter into a service agreement with the Salvation Army for up to $50,000 for the purpose of providing space where members of the community can connect with social services and other supports to mitigate and prevent homelessness. AND THAT Council direct staff as follows: 1. Create a program wherein the Fire Department and RCMP visit small businesses to review their layout and make recommendations to minimize risks of theft while still ensuring the exits are clear and accessible in the event of an emergency. 2. Work with the RCMP to facilitate coordination meetings of Loss Prevention Officers. 3. Prepare and initiate a community campaign, together with the RCMP, encouraging block and neighbourhood watch programs. 4. Work with the Building Officials Association and developers to ensure crime prevention measures are included in the design of new housing. 5. Work with the development community to protect construction sites and equipment through theft prevention programs such as tool marking and identification. 6. Explore options for broad public communication around property crime prevention ideas as well as reporting out on enforcement activities and outcomes to enhance public awareness and preparedness. 7. Draft a bylaw for consideration at a future Council meeting that places restrictions on the purchase and sale of spray paint and requiring that spray paint be locked up rather than freely available. 8. Work on a robust public awareness and personal safety education campaign with respect to park and trail safety and a coordinated use of social media and other communication channels to encourage active use of parks and trails and remind people of their obligations with respect to having dogs in parks and on trails. 9. Explore options for CRD Bylaw officers to join the City’s bylaw officers in undertaking joint patrols and hosting joint information sessions in parks and on trails, and for the City and CRD to actively engage with the School District and community partner organizations to expand free and accessible recreational, educational, and stewardship programming in City parks and trails. 10. Ensure all Bylaw Enforcement employees and Fire Fighters receive trauma- informed training and that the City encourage CRD Bylaw Enforcement employees to also participate in the training, either as part of the City’s group or on their own. 11. Review all of the City’s policies and practices to ensure that they are in alignment with human rights commission findings, federal housing policies and recent legal decisions. 12. Facilitate semi-annual meetings of the working group meetings to allow them to come together to discuss issues in a less formal, supportive environment. AND THAT Council further direct staff to send letters to the CRD and the Province advocating for the following: 1. The CPOII program be fully funded through the Province, with an eye to expand. 2. The Province allocate ongoing funding to create a support resource to help those in need navigate a complex system to find appropriate services; to allocate additional spending on health and addiction services and improved disability and other social programs; and to establish a guaranteed minimum income. 3. The CRD continue to improve the regional trail network with additional lighting, trail paving, and CEPTED design considerations for those portions of the regional trails within the West Shore. AND THAT Council work towards permanent solutions, in conjunction with our West Shore neighbours, to seek a seat at the Region’s Homelessness Encampment Working Group Response Leadership Table advocating to the Province for more varied social housing types, especially transitional housing. Bold or vivid colours that are intended to be distinctive and eye-catching (e.g.: lime green or fire engine red) may be used on signage, but not on the building façade or trim to the satisfaction of the Director of Community Planning and Development Services; b) All windows shall be opaque or constructed with spandrel panels behind. Windows and spandrels may not be embellished with any form of imagery; c) Security devices, such as window bars or roll shutters, shall be deployed on the inside of doors or windows so as to be unobtrusive and invisible from the street; d) The applicant shall provide security measures associated with the premises from which the nonmedical cannabis retail store will operate in accordance with the applicant’s proposal in response to the City of Langford Request for Proposal for the Retail Sales of Cannabis and Cannabis Related Products (RFP), as determined by the Chief Administrative Officer; e) The applicant shall address issues of nuisance with respect to odours, smoke and noise relating to public use of cannabis and cannabis products in accordance with the applicant’s proposal in response to the RFP and the regulations, terms and conditions outlined in the Cannabis Control and Licencing Act of B.C.; f) The applicant shall address impairment issues relating to public use of cannabis and cannabis products for non-medical purposes in accordance with the applicant’s proposal in response to the RFP and the regulations, terms and conditions outlined in the Cannabis Control and Licencing Act of B.C.; g) The non-medical cannabis retail store must be a stand-alone business; h) The hours of operation of the non-medical cannabis retail store shall be limited to 9am to 9pm Sunday through Wednesday and 9am to 10pm Thursday through Saturday; i) The applicant shall provide educational initiatives and materials associated with the impacts and related social concerns of the non-medical use of cannabis and cannabis products in accordance with the applicant’s proposal in response to the RFP and as outlined in the Cannabis Retail Store Terms and Conditions, a handbook for the sale of non-medical cannabis in British Columbia; j) The applicant shall conform to the regulations stipulated in the Cannabis Control and Licencing Act of British Columbia B.C. Reg.202/2018; k) The Applicant shall ensure that the non-medical cannabis retail sale is in compliance with all applicable laws, including all City bylaws; SIGNAGE l) All signage shall be subject to a subsequent Sign Development Permit application process and shall be constructed and placed in accordance with Langford Sign Bylaw No.1250 and to the satisfaction of the Director of Community Planning and Development Services; m) All signage shall be architecturally compatible with the style, composition, materials, colours, and details of the buildings within the development; n) The location and size of signs shall be architecturally integrated with the overall design of the buildings; o) As a condition of issuance of this permit, and notwithstanding what is permitted by Bylaw No. 1250, the business is limited to three signs only. This signage shall indicate the name of the business only, and shall not display company slogans, and may not employ any play on words with respect to cannabis or drug culture. This signage may be internally illuminated in accordance with City guidelines, but may not be animated in any way or have variable messaging; p) Notwithstanding article o), the business may have one illuminated sign which indicates that the business is open, provided that this signage is affixed to the interior of a door or window visible from the street and does not exceed an area of 0.2m2 (2ft2); q) Sandwich board type signs are prohibited; If a previous Development Permit has been issued with respect to Form and Character and no new buildings or exterior renovations are being proposed some of these conditions may be waived. 2. Whereas a) The non-medicinal use of cannabis and cannabis related products has historically been prohibited by federal law in Canada and, as a result, has historically been prohibited by the City under its Zoning Bylaw No. 300; b) On October 17, 2018, the Federal Government legalized the non-medicinal use of cannabis and cannabis products; c) The Federal Government and the Provincial Government have developed a regulatory framework for the retail sale of cannabis and cannabis products for non-medicinal use; d) The City wishes to authorize the retail sale of cannabis and cannabis products within its boundaries, but recognizes that there are challenges associated with it doing so; e) The City issued the Request for Proposals for the Retail Sales of Cannabis and Cannabis Related Products to seek proposals from individuals and organizations interested in undertaking the retail sale of cannabis and cannabis products for non-medicinal use within the City’s boundaries, and required that proposals include details as to how the challenges with the retail sale of cannabis and cannabis products would be addressed; f) The City received and reviewed over 30 proposals in response to the Request for Proposals, and identified Honeycomb Cannabis Inc. proposal as one that best addressed the challenges with the retail sale of cannabis and cannabis products; and, g) Honeycomb Cannabis Inc. is committed to assisting the City and taking positive steps to address the challenges with the retail sale of cannabis and cannabis products; Now therefore be it resolved that Council issue Temporary Use Permit TUP26- 0004 to Honeycomb Cannabis Inc for it to operate a Cannabis Retail Store at 107-2317 Millstream Road for a three-year term subject to the terms and conditions listed within. 3. Expiry THAT the Temporary Use Permit be issued for a period of 36 months and will expire on September 8, 2029. Teachers' Federation, The University of British Columbia's faculty of education, Out in Schools, nine school districts throughout B.C., and local, national and international LGBTQ community organizations and SOGI 123 has been used in BC schools since 2016; AND WHEREAS, the ARC Foundation works with school districts to provide SOGI 123 resources which are a set of tools that teachers can use to ensure their classrooms are accepting and rooted in respect and belonging; AND WHEREAS, the ARC Foundation has had to address a significant funding gap by reducing staffing levels as of July 2026 due to the recent discontinuation of funding by the BC Ministry of Education and Childcare; THEREFORE BE IT RESOLVED that the City of Langford Mayor and Council to direct staff to write a letter to the Minister of Education and Childcare and MLA Ravi Parmar, asking that the ministry reinstate funding to the ARC Foundation and affirm the importance of the SOGI 123 program so that school districts will continue to work with the ARC Foundation to access resources to create a safe and inclusive environment for all students, regardless of their sexual orientation or gender identity, or the diversity in their own families.",
